A New Era of Low-Carbon, High-Performance Homes


The Future Homes Standard (FHS) is the UK’s upcoming regulatory framework that will transform how new homes are built from 2026/2027 onwards. Its aim is simple but ambitious: to deliver homes that are future-proofed for net zero, significantly cheaper to run and healthier to live in.

Under the new standard, homes will need to produce 75–80% fewer carbon emissions than those built under the 2013 Part L regulations — making them zero-carbon ready as the electricity grid continues to decarbonise.

What Will Change?

Low-Carbon Heating as Standard


Traditional gas boilers are unlikely to meet compliance requirements. Instead, new homes will typically adopt:

  • Air source heat pumps
  • Ground source heat pumps
  • Low-carbon heat networks

These systems operate at lower temperatures and require well-considered design from the outset to ensure efficiency and comfort.

Solar PV on Most Homes


Government announcements indicate that most new homes will be required to include solar PV. While final sizing requirements will be confirmed on release of the regulations, PV will form a key part of reducing dwelling emissions and supporting the shift to all-electric homes.

SAP 10.3 and the Home Energy Model (HEM)


SAP 10.3 will initially remain the method of compliance following the release of the Future Homes Standard. Over time, compliance will transition to the new Home Energy Model (HEM), with a dual-running period expected to support industry adaptation.

This represents a move toward more accurate and robust performance modelling.
