What Is Part L Photographic Evidence?


As of the latest updates to Approved Document Part L of the Building Regulations (2021), developers and builders are required to provide photographic evidence of key construction stages. This photographic documentation forms part of the compliance process for new dwellings in England and must be submitted to support the SAP assessment and EPC at the as-built stage.

This requirement helps building control bodies confirm that energy efficiency measures have been installed as specified in the design stage calculations.

When Are Photos Required?


Photographic evidence must be taken throughout the construction process, capturing key stages that relate to energy performance and building fabric. These stages include, but are not limited to:

  • Foundations & Ground Floor Insulation:

    Photos must clearly show the installed insulation before it is covered. This includes insulation below slab, at floor edges, and any perimeter detailing relevant to thermal performance.
  • External Walls (Pre-Plaster):

    You’ll need images of wall build-ups before internal finishes are applied, showing insulation, cavity closers, membranes, and airtightness detailing around junctions and penetrations.
  • Roof Insulation (Pre-Covering):

    Images must show insulation at roof level before ceilings or coverings are installed. This includes loft insulation, pitched roof build-ups, and insulation around eaves.
  • Openings (Windows & Doors):

    Photographs must demonstrate how windows and doors have been installed, with particular focus on thermal continuity, airtightness, and junction detailing.
  • Building Services Installation:

    Images are required for heat sources (such as boilers or heat pumps), ventilation systems (such as MVHR), thermostats, and heating controls. These should confirm that the correct systems have been installed as per specification.

Why It Matters For Compliance


The SAP Assessor needs this photographic evidence to verify that the final build matches the design stage specification. Without it, the SAP and EPC cannot be finalised, which may delay handover or final sign-off. Building Control Officers may also request copies of these records to confirm compliance with Part L.
